Every Further Education and Skills provider has a responsibility to actively promote the fundamental British values of democracy, the rule of law, individual liberty, and mutual respect and tolerance. Too often, this can descend into a tick-box exercise involving posters on walls and superficial tutorial activities. A truly effective approach, however, involves weaving these principles into the very fabric of your provision.
Under the current inspection toolkit, this work is a key component of the 'Participation and development' evaluation area. Inspectors are interested in how well your learners and apprentices develop a respectful understanding of modern society and are prepared for life in Britain. This requires evidence of authentic engagement, not just rote learning.
Go Beyond the Tutorial Session
While dedicated sessions have their place, the most impactful approach is to embed British values within vocational and academic curriculum delivery. This makes the concepts relevant and tangible rather than abstract.
- Map the curriculum: Systematically review schemes of work to identify natural opportunities to discuss and apply these values. This shouldn't be an afterthought.
- Use vocational examples: The 'rule of law' is not just about Parliament; it's about the Health and Safety at Work Act in a workshop, industry codes of conduct in hair and beauty, and GDPR in an IT class.
- Link to professional behaviours: 'Mutual respect' is a core professional behaviour for teamwork in any industry. Frame it as an essential employability skill that learners need to practice.
- Explore democracy in context: Discuss how democratic principles apply in the workplace through trade unions, staff consultations, or cooperative business models.
Model Values in Teaching and Training
The way your staff interact with learners and apprentices is one of the most powerful tools for promoting British values. Your provider's culture is demonstrated in every session.
- Co-create expectations: Involve learners in setting the ground rules for classroom or workshop conduct. This is a practical exercise in democracy and the rule of law.
- Encourage respectful debate: Promote individual liberty by creating a safe environment where learners feel able to question, challenge ideas, and express their own views within a framework of mutual respect.
- Ensure fairness and consistency: Apply your provider's policies- from behaviour to assessment appeals- fairly and transparently. This reinforces the principle of the rule of law.
- Diversify your resources: Use case studies, examples, and imagery that reflect the diversity of modern Britain, actively promoting tolerance and respect for different faiths and beliefs.
Evidence Through Learner and Apprentice Experience
Evaluating the impact of your approach means looking for changes in what learners and apprentices know, say, and do. It's about their experience, not just your intent.
- Ask better questions: Instead of 'Can you list the British values?', ask 'Tell me about a time you worked in a group with people who had different opinions. How did you make sure everyone was heard?'.
- Observe interactions: During learning walks or observations, pay attention to how learners interact with each other. Do they demonstrate respect, listen to alternative views, and collaborate effectively?
- Analyse learner voice: Review minutes from student council meetings or feedback from course representatives. Does learner voice lead to tangible change, demonstrating democracy in action?
- Gather feedback on belonging: Use surveys and focus groups to understand if all learners, particularly those with protected characteristics or from disadvantaged backgrounds, feel safe, respected, and included.
Where this fits in QualityHero: Analysing how effectively British values are embedded is a key part of your provider's self-assessment. Within QualityHero, the SAR module helps you evaluate your provision's impact on 'Participation and development'. Any identified improvements can be tracked as actions in your QIP, while the Toolkit Areas module can store guidance and resources for staff to ensure a consistent and meaningful approach.
