Building a Culture of Peer Support in FE

Move beyond informal chats to structured peer support. Learn how to foster a collaborative culture that improves practice and enhances staff well-being.

7 July 2026

A supportive staff culture is the bedrock of any successful college or training provider. While informal chats in the staffroom have their place, a deliberate strategy for fostering peer-to-peer support can transform professional development, boost morale, and drive meaningful quality improvement.

Creating an environment where colleagues feel safe and encouraged to share challenges, celebrate successes, and learn from one another is a key function of effective leadership. It moves professional learning from a top-down exercise to a collaborative, ground-up process owned by your teams.

Formalise Informal Networks

Naturally occurring support networks are valuable. The next step is to provide a light-touch structure that legitimises and broadens this activity, ensuring it is inclusive and focused on improvement.

  • Identify existing champions: Who are the go-to people for advice in different departments? Acknowledge and support them.
  • Create dedicated time: Carve out time in staff meetings or development days for facilitated, cross-departmental discussions on practice.
  • Establish a simple charter: Co-create simple terms of reference for peer support groups focusing on confidentiality, a non-judgemental approach, and a shared goal of improving the learner experience.
  • Use technology: Provide a simple online space, like a specific channel in your internal comms platform, for staff to ask questions and share resources.

Introduce Peer Coaching Pairs

Peer coaching is a powerful developmental tool that is distinct from observation for performance management. It is a confidential, non-judgemental process where two colleagues support each other to reflect on and enhance their practice.

  • Provide initial training: Offer short workshops on coaching skills, such as active listening and asking powerful questions.
  • Focus on goals: Encourage pairs to set their own developmental goals, whether it's trying a new assessment technique or improving engagement with a specific group of learners.
  • Keep it voluntary: The process must be based on trust and a genuine desire to improve. Forcing partnerships is rarely effective.
  • Decouple from appraisal: Ensure everyone understands that peer coaching conversations are confidential and do not feed into performance reviews. The focus is on development, not judgement.

Launch Professional Learning Communities (PLCs)

PLCs are small groups of practitioners who meet regularly to work on a shared problem of practice. They are a highly effective way to generate contextualised solutions and share expertise across your provision.

  • Start with a clear focus: A PLC should have a specific, learner-focused inquiry, such as "How can we better develop professional behaviours in our apprentices?" or "What strategies improve achievement for learners with low prior attainment?"
  • Encourage diverse membership: Mix staff from different provision types, roles, and levels of experience to bring a range of perspectives.
  • Follow a cycle of inquiry: Guide PLCs to research the issue, implement a new strategy, collect evidence of its impact, and reflect on the findings.
  • Share the learning: Create opportunities for PLCs to share their A-ha! moments and successful strategies with the wider organisation.

Where this fits in QualityHero

Fostering a culture of peer support is a core component of effective leadership and governance. Insights and successful strategies emerging from PLCs or peer coaching can be captured as improvement actions within the QIP module, creating a direct link between professional learning and strategic quality improvement. You can also use the Toolkit Areas module to store and share templates, guidance, and resources for establishing and running your peer support initiatives, ensuring consistency and quality across the provider.
